The main purpose of manufacturing the PZL M-15 plane was for agriculture purposes. The Soviet Union aimed at increasing the production of the agricultural products. There had already been an existing agricultural aircraft, the Antonov An-2 piston-engines biplane. However, its capacity was not enough to fulfill the Soviet Union aim of increasing the production of the agricultural products. Therefore, the PZL M-15 plane was manufactured in an attempt to meet the Soviet Union’s agricultural targets.

The PZL M-15 plane turned out to be not the best means to increase the production of the agricultural products. There were many issues faced with the PZL M-15 plane. First, its manufacture was very expensive. Moreover, it also turned out to be very costly to operate. Agricultural pilots in the farm also found it very difficult to fly the PZL M-15 plane as they had had no previous experience in flying jets.
