India’s Parliament Introduces Progressive Aviation Bill

India’s aviation industry is gearing up for significant change with the introduction of the Bharatiya Vayuyan Vidheyak, 2024. The bill, moved by Union Aviation Minister Kinjarapu Rammohan Naidu, seeks to replace the 90-year-old Aircraft Act. Passed by the Lok Sabha in August 2024, this new legislation aims to boost investment and modernize India’s aviation rules, making air travel safer, more efficient, and accessible to millions of Indians.

The Bharatiya Vayuyan Vidheyak Bill

The Bharatiya Vayuyan Vidheyak Bill is a proposed piece of legislation introduced to replace the outdated Aircraft Act of 1934. The primary objective of this bill is to streamline the regulatory framework governing civil aviation in India.

Highlighting the growth of India’s aviation sector, Naidu noted that the number of airports has increased from 74 in 2014 to 157 in 2024, while the fleet size has doubled from 400 aircraft in 2014 to 813.

Naidu also spoke about the aviation sector’s critical role in boosting economic growth, stating, “Today, everyone wants an airport in their district, and we aim to cater to these aspirations.”

“We want to cater to those dreams and to build those airports. We feel that if we cannot do it today, it will be a challenge tomorrow. The land is going to be scarce,” he added.

Key Amendments in the Vayuyan Vidheyak 2024


Union Aviation Minister Kinjarapu Rammohan Naidu highlighted the International Civil Aviation Organization (ICAO) suggestion to amend the principal act.
He stated that, “We have organized everything in the bill, which provides different sections for powers of bodies like DGCA. So, there is clear demarcation and indication on what each body has to do as recommended by ICAO.”
Naidu mentioned that the aviation sector has the potential to drive the economy and should be expanded.

“In the earlier Act, only the word maintenance was mentioned. There was no definition. Now we are also adding design and manufacturing. We are also defining all these three terms (in the new law). We have brought the appeal system,” he stated.
He explained that amendments to the rules of the Act often required the support of the principal act, making its amendment essential. “We are giving strong legal backing to the rules under the Act,” he stressed.
